| 4 | | "Section 5. The Local Records Act is amended by adding |
| 5 | | Section 25 as follows:

| 6 | | (50 ILCS 205/25 new) |
| 7 | | Sec. 25. Police misconduct records. All records related to |
| 8 | | complaints, investigations, and adjudications of police |
| 9 | | misconduct shall be permanently retained and may not be |
| 10 | | destroyed. This Section applies to all applicable records |
| 11 | | currently in existence or created in the future, and this |
| 12 | | Section expressly overrides any agreement or order to destroy |
| 13 | | these records.

| 14 | | Section 99. Effective date. This Act takes effect upon |
| 15 | | becoming law.".
