Amends the Environmental Protection Act. Provides that, beginning on the effective date of this amendatory Act of the 99th General Assembly, no person may knowingly dispose of a used oil filter in a manner that is intended for collection and disposal at a landfill. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Environmental Protection Act is amended by |
| 5 | | changing Section 21.6 as follows:
|
| 6 | | (415 ILCS 5/21.6) (from Ch. 111 1/2, par. 1021.6)
|
| 7 | | Sec. 21.6. Materials disposal ban.
|
| 8 | | (a) Beginning July 1, 1996, no person may knowingly mix |
| 9 | | liquid used oil
with any municipal waste that is intended for |
| 10 | | collection and disposal at a
landfill.
|
| 11 | | (b) Beginning July 1, 1996, no owner or operator of a |
| 12 | | sanitary landfill
shall accept for final disposal liquid used |
| 13 | | oil that
is discernible in the course of prudent business |
| 14 | | operation.
|
| 15 | | (b-5) Beginning on the effective date of this amendatory |
| 16 | | Act of the 99th General Assembly, no person may knowingly |
| 17 | | dispose of a used oil filter in a manner that is intended for |
| 18 | | collection and disposal at a landfill. |
| 19 | | (c) For purposes of this Section, "liquid used oil" does |
| 20 | | not
include used oil filters, rags, absorbent material used to |
| 21 | | collect spilled oil
or other materials incidentally |
| 22 | | contaminated with used oil, or empty containers
which |
| 23 | | previously contained virgin oil, re-refined oil, or used oil.
