Amends the Illinois Vehicle Code. Provides for the issuance of a driver's license to a nonresident who becomes a resident of this State for 10 or more consecutive years while that person's driving privileges are revoked in another State.

|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing |
| 5 | | Section 6-103.1 as follows: |
| 6 | | (625 ILCS 5/6-103.1) |
| 7 | | Sec. 6-103.1. New residents; out-of-state revocation. |
| 8 | | (a) The Secretary of State may not issue a driver's license |
| 9 | | to a nonresident who becomes a resident of this State while the |
| 10 | | new resident's driving privileges are revoked, under terms |
| 11 | | similar to those provided in Section 1-176 of this Code, in |
| 12 | | another state; however, if the person has resided in this State |
| 13 | | for 10 or more consecutive years prior to submitting an |
| 14 | | application, that person may apply for licensure under Section |
| 15 | | 6-208 of this Code if: |
| 16 | | (1) the laws of the revoking state would allow the |
| 17 | | person to apply for licensure in that state; |
| 18 | | (2) the person qualifies to apply for licensure under |
| 19 | | Section 6-208; |
| 20 | | (3) the out-of-state revocation is the only revocation |
| 21 | | of driving privileges for the person; |
| 22 | | (4) the person has not had any driving offenses since |
| 23 | | the revocation, and the revocation is the only loss of the |
