Provides that the Secretary of State shall create a designation for driver's licenses of members of the Armed Forces or Reserve Forces of the United States, or veterans of these forces, who request the designation and voluntarily provide the Secretary with a diagnosis that the person suffers from post-traumatic stress disorder.
