Provides that the newspaper preservation program within the Lincoln Presidential Library shall follow industry standards for preservation instead of using microphotography. Provides that a designee other than the State Historian may be required to supervise the acquisition of newspapers. Provides that the required fee for access to past newspaper editions shall equal the amount incurred by the Lincoln Presidential Library in granting such access (rather than in supplying the requested prints).
