Authorizes and requires a director of any department that issues an occupational or professional license to deny or withhold renewal of such license to a person or business that has failed to pay a debt owed to a county of 3,000,000 or more inhabitants. Provides that this Section does not allow a department to suspend a license not yet subject to renewal, when the aggrieved party is an indigent person, or where the debt does not exceed $50. Allows a department to adopt any rules necessary for the implementation and administration of this Section.
