<reference>605 ILCS 5/9-101.2 new</reference><aliasreference></aliasreference><SynopsisText>Amends the Illinois Highway Code. Provides that in a county with a population of 3,000,000 or more inhabitants, the Department of Transportation shall delegate the power to control all phases of soil management to the Department's Region Engineer for that county. The Regional Engineer shall also provide the Department's procurement officer with recommendations of environmental engineering firms to perform soil management work.</SynopsisText></synopsis>
