Amends the Department of Insurance Law of the Civil Administrative Code of Illinois and the Comprehensive Health Insurance Plan Act. Provides that, on January 1, 2017, all powers, duties, rights, and responsibilities of the Illinois Comprehensive Health Insurance Plan and the Illinois Comprehensive Health Insurance Board under the Comprehensive Health Insurance Plan Act shall be transferred to the Director of Insurance. Requires the Illinois Comprehensive Health Insurance Board to develop a dissolution plan to wind down the affairs of the Plan for presentation to and approval by the Director. Provides that new enrollment and policy renewals are discontinued and that the insurance operations of the Plan shall cease on December 31, 2016. Contains provisions concerning legislative findings; cessation of operations of the Plan; payment of claims; the dissolution plan; the transfer of books, records, papers, documents, property, contracts, causes of action, and pending business of the Plan and Board; the transfer of personnel to the Department of Insurance; and unexpended appropriations. Provides that the Board shall continue to exist within the Department to provide guidance and recommendations to the Director relating to the wind down of operations and affairs of the Plan and shall retain the power and responsibility to review grievances pursuant to the Comprehensive Health Insurance Plan Act, and that the Board shall cease to exist upon final dissolution of the Plan or December 31, 2018, whichever occurs first. Amends the Personnel Code. Provides that personnel employed by the Illinois Comprehensive Health Insurance Plan transferred to the Department of Insurance, upon completion of the probationary period, shall receive certified status under the Code.
