Amends the Mosquito Abatement District Act. Provides that on the effective date of the amendatory Act, all mosquito abatement districts in DuPage County are dissolved and discontinued and all the rights, powers (including taxing authority), duties, assets, property, liabilities, obligations, and responsibilities of each mosquito abatement district shall vest in and be assumed by the township in which the mosquito abatement district, or part of the mosquito abatement district, is located. Creates new mosquito abatement districts in each township of DuPage County. Provides that all trustees of the dissolved mosquito abatement district shall cease to hold office and that the supervisor, assessor, and highway commissioner, or their designees, of each township shall assume the functions of the former trustees and will act as trustees to the newly formed mosquito abatement districts. Provides that when DuPage County mosquito districts are dissolved, any district-owned property located in more than one township shall be used or divided between the townships in which the property lies by agreement of the affected townships or the county board if the townships cannot agree on the use or dividing of the property.</SynopsisText><synopsistitle>Senate Committee Amendment No. 2</synopsistitle>

Reinserts the provisions of Senate Committee Amendment No. 1 and makes the following changes: Amends the Counties Code and the Illinois Municipal Code to provide that, on the effective date of the amendatory Act, corporate authorities of municipalities and DuPage County shall discontinue all mosquito abatement activities and all the rights, powers, duties, assets, property, liabilities, obligations, and responsibilities of those entities in relation to mosquito abatement shall vest in and be assumed by the mosquito abatement districts created in the townships under the Mosquito Abatement District Act. Preempts home rule. Amends the Township Code. Prohibits townships from mosquito abatement activities inconsistent with the Mosquito Abatement District Act.
