Provides that a school board shall vote on whether to approve an increase in the earnings of a member of the Teachers' Retirement System of the State of Illinois who receives an increase in salary that exceeds his or her annual full-time salary rate with the same employer for the previous school year by more than 6%. Lists the public notice requirements of a school board meeting in which a vote confirming the salary increase takes place. Amends the Cities of Over 500,000 Inhabitants-Board Of Education Article of the School Code to make similar changes. Amends various Acts relating to the governance of public universities in Illinois. Provides that a board of trustees shall vote on whether to approve an increase in the earnings of a participant of the State Universities Retirement System who receives an increase in salary that exceeds the amount of his or her earnings with the same employer for the previous academic year by more than 6%. Lists the public notice requirements of a board of trustees meeting in which a vote confirming the salary increase takes place. Effective immediately.</SynopsisText></synopsis>
