Provides that the Department of Transportation may evaluate and use alternative technical concepts proposed by bidders and proposers, and to use design-build and construction manager-general contractor project delivery methods. Contains provisions concerning the procurement process and terms of design-build and construction manager-general contractor contracts. Provides that the Department has eminent domain and quick take powers under the Act. Repeals the Act 5 years after the effective date of the Act, provided that any design-build contracts and construction manager-general contractor contracts entered into before that date, or any procurement of a transportation facility under the Act, commenced before that date and the contracts resulting from those procurements remain effective. Makes conforming changes. Effective immediately.</SynopsisText></synopsis>
