<reference>605 ILCS 5/4-221</reference><aliasreference></aliasreference><SynopsisText>Amends the Illinois Highway Code. Requires the Department of Transportation to develop and implement a performance-based specification applicable to designs for all hot mix asphalt projects, which includes minimum criteria for balancing acceptable safety and performance characteristics. Provides that the purpose of the performance-based specification is to incentivize the use of recycled materials, lower cost alternatives, and sustainable practices. Allows the Governor to appoint 2 sustainability officers for the purpose of monitoring the advancement of green technology initiatives throughout the State. Provides that within 60 days after the completion of each fiscal year, the Department shall provide a written report of the initiatives utilized in each district or region during the previous year. Provides that the report shall include an analysis of the cost effectiveness of the initiatives and shall outline the proposed initiatives for the current year. Provides that the purpose of the performance-based specification is to incentivize the use of recycled materials, lower cost alternatives, and sustainable practices, including but not limited to, the use of recycled asphalt shingles, reclaimed asphalt pavement, warm mix asphalt, and ground tire rubber.
