Provides that the Comptroller may provide additional payroll services to all State agencies and legislative and executive constitutional officers. Allows the Comptroller to establish by rule a fee schedule for providing such services to reimburse the Comptroller for the cost of furnishing these services and the use and maintenance of any computer network and software.
