Amends the Illinois Vehicle Code. Reinserts the provisions of the engrossed bill with changes. Provides that a person requested to submit to a chemical test or tests of blood, breath, or urine for the purpose of determining the alcohol content or drug content of the person's blood, shall also acknowledge, in writing, receipt of the warning that a refusal to submit to the test, or submission to the test resulting in an alcohol concentration or drug content in violation of the Code, may result in the loss of that person's driving privileges. Provides that if the person refuses to acknowledge receipt of the warning, the law enforcement officer shall make a written notation on the warning that the person refused to sign the warning. Provides that a person's refusal to sign the warning shall not be evidence that the person was not read the warning. Deletes driving while driver's license, permit, or privilege to operate a vehicle is suspended or revoked from the restricted driving permit with required interlock provision. Deletes one year waiting period for the Secretary of State to issue a restricted driving permit to any person whose current revocation is the result of a second or subsequent conviction for a violation of driving while under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof, or a similar provision of a local ordinance or any similar out-of-state offense, or Section 9-3 of the Criminal Code of 1961 or the Criminal Code of 2012, where the use of alcohol or other drugs is recited as an element of the offense. Allows a monitoring device driving permit (MDDP) to become effective prior to the 31st day of the original statutory summary suspension. Allows the Secretary to issue a restricted driving permit following a statutory summary suspension of driving privileges for violation of implied consent provisions when the person was not a first offender. Makes conforming changes.</SynopsisText></synopsis>
