Removes language concerning the economic barriers that the United States faces in the European Union and the benefits of removing those barriers. Adds language concerning the requirements that must be met in any "Fast Track" or Trade Promotion Authority legislation filed before Congress. Urges Congress to use its authority under Article I, Section 8 of the United States Constitution, to "regulate Commerce with foreign Nations" if any "Fast Track" or "Trade Promotion Authority" legislation fails to meet the aforementioned requirements.
