In provisions concerning the child care assistance program, requires the Department of Healthcare and Family Services to furnish child support enforcement services in behalf of persons who are applicants for or recipients of child care benefits in accordance with the requirements of Title IV, Part D of the Social Security Act. Provides that a parent or other person having custody of a child receiving child care benefits must comply with any rules adopted by the Department regarding enforcement of a child support obligation. Requires the Department of Human Services to, by rule, establish a system of sanctions for persons who fail to cooperate, without good cause, with the child support programs provided under the Code or Title IV of the federal Social Security Act. Makes changes concerning the child support enforcement services provided by the Department. Provides that, by accepting financial aid under the child care assistance program, a spouse or a parent or other person having custody of a child is deemed to have made assignment to the Department of any and all rights, title, and interest in any support obligation, including statutory interest thereon, up to the amount of financial aid provided. Makes other changes concerning notification of support obligation, support payments, and judicial enforcement of the support liability.
