On and after the effective date of this amendatory Act, if the General Assembly fails to pass a balanced budget by May 31st of each year, a continuing special session of the General Assembly shall be convened by joint proclamation for the purpose of passing a balanced budget. Provides that the joint proclamation shall specify that the General Assembly will convene every day until a balanced budget is passed.
