Sets forth provisions regarding arbitration proceedings for security employee, peace officer, and fire fighter disputes before an arbitrator (rather than an arbitration panel). Deletes a provision that within 10 days after a request for arbitration has been made, the employer shall choose a delegate and the employees' exclusive representative shall choose a delegate to a panel of arbitration. Provides that the arbitration hearing shall be held at a location determined by the parties or, if the parties are unable to agree to a location, the offices of the Board.
