Creates the Support Neighborhood Schools Special License Plate Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Support Neighborhood Schools license plates. Provides that the design and color of the special plates shall be determined by a contest that every elementary school pupil attending an Illinois public school is eligible to enter, and the winning design shall be selected by a committee. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $40 shall be charged for each renewal, of which $38 shall be deposited into the Support Neighborhood Schools Special License Plate Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Support Neighborhood Schools Special License Plate Fund shall be paid as grants to the school district from which the purchaser of the Support Neighborhood Schools license plate resides. Provides that if the school district contains multiple public schools, the moneys in the Support Neighborhood Schools Special License Plate Fund shall be distributed to the specific school within the school boundary in which the purchaser resides.
