Provides that the Illinois State Toll Highway Authority may adopt rules with respect to commercial entities that lease vehicles under a written lease agreement specifying a different time period for providing a copy of the leasing agreement.House Floor Amendment No. 1 Replaces everything after the enacting clause. Amends the Illinois Vehicle Code.
