Brady) 1/10/2017HouseSession Sine Die 20 ILCS 405/405-282 new Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that all State-owned vehicles that were reported in the Performance Audit of the Department of Central Management Services' Operation of the State Vehicles Fleet released by the Office of the Auditor General in November 2011 to have been driven 7,000 miles or less in Fiscal Year 2010 or that have an odometer reading of 7,000 miles or less on the effective date of the amendatory Act are deemed surplus and shall be sold using a competitive sealed bid method of sale on or before July 1, 2016. Provides that proceeds from the sale of those vehicles shall be deposited into the General Revenue Fund. Provides that those provisions do not apply to police or emergency vehicles. Effective immediately.House Floor Amendment No. 1 Provides that proceeds from the sale of surplus vehicles shall be deposited into the State Surplus Property Revolving Fund instead of the General Revenue Fund.House Floor Amendment No. 3 Deletes reference to:20 ILCS 405/405-282 newAdds reference to:20 ILCS 405/405-5was 20 ILCS 405/35.220 ILCS 405/405-280was 20 ILCS 405/67.15Replaces everything after the enacting clause. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that beginning June 30, 2016, each State agency shall report certain information concerning State vehicles to the Department within 60 days after the end of the fiscal year. Provides that if a State agency fails to report that information, the Department shall immediately take control of at least 5 vehicles controlled by the non-reporting State agency, or fewer vehicles only if the non-reporting State agency controls fewer than 5 vehicles. Requires the Department to publish information on its website about State vehicles for the previous fiscal year by November 1, 2016 and each November 1 thereafter. Provides that within 60 days after receiving State agency reports, the Director of Central Management Services shall deem any general purpose passenger and light duty vehicle driven under 7,000 miles in a fiscal year as surplus property and begin the process for disposing of the vehicle provided for in the State Property Control Act for transferable property. Contains other provisions concerning the sale of such vehicles and exceptions that may apply. Requires proceeds from such sales to be deposited in the State Surplus Property Revolving Fund.
