Prohibits a legislator from participating, by voting or any other action, in the enactment or defeat of legislation in which he or she has a personal interest. Contains a penalty provision. Provides that a legislator should (currently, must) abstain from taking official action on a legislative matter as to which he has a conflict situation created by a personal, family, or client legislative interest. Repeals a provision concerning action despite the existence of a conflict situation. Provides that certain individuals who are required to list statements of economic interests must also list: (i) current economic interests of the person and members of the person's family; (ii) former economic interests; (iii) creditor information; and (iv) other offices and positions held by that person. Amends the State Officials and Employees Ethics Act to make conforming changes concerning the Legislative Inspector General and the Legislative Ethics Commission.</SynopsisText></synopsis>
