<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Fair Practices in Contracting Task Force. Provides that the Task Force shall address the disparity in State procurement awards to African-American-owned businesses. Provides for the composition and administrative support of the Task Force. Provides a schedule of meetings that the Task Force shall follow. Provides that the Task Force shall submit its final report to the General Assembly and the Governor by December 31, 2017. Repeals this Act on January 2, 2019.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Reinserts the contents of the introduced bill with the following changes: provides that the Fair Practices in Contracting Task Force is created to study African-American-owned subcontractors' ability to be paid in a timely manner and the communication processes between subcontractors and prime contractors and the State. Provides that the Task Force shall consist of 2 members (currently, 4 members) appointed by the Speaker of the House of Representatives, 1 (currently 2) of whom must be members of the House of Representatives and 1 (currently 2) of whom must be members of the Department of Central Management Services, the Department of Transportation, or the Department of Health and Family Services, 2 members of the same branches appointed by the Minority Leader of the House of Representatives, 2 members (currently, 4 members) appointed by the President of the Senate, 1 (currently 2) of whom must be members of the Senate and 1 (currently, 2) of whom are from the Department of Central Management Services, the Department of Transportation, or the Department of Health and Family Services, 2 members of the same branches appointed by the Minority Leader of the Senate, and 4 members appointed by the Governor, all of whom must be from the Department of Central Management Services, the Department of Transportation, or the Department of Health and Family Services.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Reinserts the contents of the engrossed bill with the following changes: With respect to the composition of the Fair Practices in Contracting Task Force, removes reference to members appointed from the Department of Central Management Services, the Department of Transportation, and the Department of Health and Family Services. Provides that the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, the President of the Senate, and the Minority Leader of the Senate shall each appoint one (instead of 2) members of the Task Force. Provides that of the 4 members appointed by the Governor, 3 members (instead of all) must be from the Department of Central Management Services, the Department of Transportation, or the Department of Health and Family Services, and one must be a member of the Illinois African American Family Commission. Provides that the Task Force shall include 4 members of the public, representing minority-owned businesses, appointed by the Governor.</SynopsisText></synopsis>
