Allows a school district to employ a substitute teacher for no longer than 30 instructional (instead of calendar) days if there is no licensed teacher under contract because of an emergency situation. Provides that a district in an emergency situation may employ as a substitute teacher an educator who holds a Professional Educator License or Educator License with Stipulations that is endorsed for the grade level of instruction for up to 120 days if the district notifies the appropriate regional office of education within 5 business days after the employment of the educator in the emergency situation. Provides that if an emergency situation exists for more than 30 instructional days, then the district shall recertify to the regional office of education that an emergency situation continues to exist and such recertification shall occur in 30-calendar-day increments, provided that no one teacher may be employed for more than a 120-instructional-day period in such an emergency situation.
