Provides that a telecommunications carrier shall provide 2 trunk lines to each Private Branch Exchange of a subscriber, at no cost to the subscriber, with the second trunk line automatically being routed all calls at the failure of the first trunk line. Further provides that the second trunk line shall be installed and routed to the subscriber's choice of location including, but not limited to, fire stations, police departments, and public safety answering points.
