Provides that liens obtained for the removal of neglected weeds, grass, trees, and bushes; pest extermination; removal of infected trees; removal of garbage, debris, and graffiti; and the costs of removal, securing, and enclosing on abandoned residential property shall also affix to any real property of the property owner.
