Makes a technical change in a Section concerning State goals and assessment.State Mandates Fiscal Note, House Floor Amendment No. 3 (Dept. of Commerce & Economic Opportunity) This bill does not create a State mandate.Balanced Budget Note, House Floor Amendment No. 3 (Office of Management and Budget) This bill as amended, has a minimal fiscal impact to the State of Illinois. Fiscal Note, House Floor Amendment No. 3 (Illinois State Board of Education) HB 814 (H-AM 3) will have a minimal fiscal impact on the State. The legislation may increase the number of charter schools in the State, which may in turn increase the workload of the State Board of Education and/or the State Charter School Commission on charter certifications, processing of charter appeals, and technical assistance to constituents. Either or both agencies may have to hire additional staff and/or increase existing staff time on such work. The legislation may also have a fiscal impact on school districts where new charter schools locate. All charter schools have a financial impact on the local district. Specifically, charter schools receive both per pupil tuition and a proportionate share of federal and State categorical aid funding. Charter schools authorized by local school boards receive these funds through the local district, while charter schools authorized by the Commission receive these funds directly from the State Board. The State Board is required to withhold funds from the local district's General State Aid allocation to make tuition payments to Commission-authorized charter schools. Correctional Note, House Floor Amendment No. 3 (Dept of Corrections) There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.Home Rule Note, House Floor Amendment No. 3 (Dept. of Commerce & Economic Opportunity) This bill does not pre-empt home rule authority. Judicial Note, House Floor Amendment No. 3 (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State.Housing Affordability Impact Note, House Floor Amendment No. 3 (Housing Development Authority) This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.
