<SynopsisText>This bill will have a significant fiscal impact on the State of Illinois budget. The Department of Public Health has the ability to levy fines for non compliance with the bill, but the upfront costs of developing rules, procedures, and initial testing before any fines are collected will require significant resources that the Department and State of Illinois do not have. The Department of Public Health and the Governor's Office of Management and Budget estimate that it will cost approximately $150 per sample of fish tested but current estimates of the amount of samples that will need to be genetically tested are not available at this time. </SynopsisText><synopsistitle>Home Rule Note, House Committee Amendment No. 1 (Dept. of Commerce & Economic Opportunity)</synopsistitle>
