<synopsistitle></synopsistitle>
<SynopsisText>Proposes, under Article V, Section 11 of the Illinois Constitution, to: create the Department of Innovation and Technology with the Secretary of Innovation and Technology as its head; set forth powers and duties of the new Department; transfer specified information technology functions, employees, property, or funds of executive branch agencies to the new Department; provide for the winding up of certain units that are responsible for information technology functions within agencies; suspend the operation of certain laws and transfer authority to expend specified funds; and provide for reports to the General Assembly. Contains provisions regarding: prior executive orders; savings; severability; and other matters. Provides that, if neither house of the General Assembly disapproves the Executive Order, the Executive Order takes effect 60 days after its delivery to the General Assembly.</SynopsisText></synopsis>
