| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Wilbur L. "Webb" Parlier of Arenzville, |
| 4 | | who passed away on May 26, 2014; and
|
| 5 | | WHEREAS, Wilbur Parlier was born in Beardstown on March 19, |
| 6 | | 1938 to Thomas and Alberta (nee Niestradt) Parlier; he attended |
| 7 | | Arenzville High School and was a member of St. Peter's Lutheran |
| 8 | | Church; he married Ruth Best on July 17, 1980; and |
| 9 | | WHEREAS, Wilbur Parlier worked and managed the Illinois |
| 10 | | State Fair Western Horse Shows for 50 years, retiring in 2013; |
| 11 | | he conceived and put on 2 of the largest horse shows in the |
| 12 | | country - The Railsplitter Appaloosa Show and the International |
| 13 | | Show in Springfield; and

| 14 | | WHEREAS, Wilbur Parlier was a cowboy, in boots, hat, and |
| 15 | | spurs every day of his life; he competed in rodeos for 10 |
| 16 | | years, riding bulls and broncos, and had a trick riding act; he |
| 17 | | was a nationally known horse trainer and show manager; his |
| 18 | | specialty was teaching kids to ride and show horses; he also |
| 19 | | competed himself, winning numerous Appaloosa Horse titles at |
| 20 | | world and national shows; his joy of teaching kids allowed him |
| 21 | | and his wife to have many "adopted" children; and
