SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened at the death of Richard "Rich" C. Bowman of Monticello, who passed away on September 12, 2013; and

WHEREAS, Richard Bowman was born in Urbana on January 4, 1964 to William and Patricia (nee Kelley) Bowman; he graduated from Centennial High School and earned his associate degree in applied science with a major in criminal justice from Parkland Community College; he served in the United States Army as a policeman from 1994 to 1996, earning several marksmanship badges; he married Tracy Hand on September 25, 2010 in Monticello; and

WHEREAS, Richard Bowman served as the Monticello Deputy Chief of Police; he was also a Master Control Tactics Instructor at the University of Illinois Police Training Institute; he received many awards and achieved many accomplishments throughout life, and the one he was most proud of was graduating from Illinois Law Enforcement Training to become a police officer; and

WHEREAS, Richard Bowman enjoyed fishing, hunting, watching UFC fights, and riding his Harley-Davidson motorcycle; and

WHEREAS, Richard Bowman was preceded in death by his grandparents; and

WHEREAS, Richard Bowman is survived by his wife, Tracy; his daughter, Lacee Cruson; step-son, Michael Bingham; mother, Pat Kelley; father, William Bowman; sister, Michelle (Paul) Giberson, and their son, Tyler; and step-sister, Krickett Kelley; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Richard "Rich" C. Bowman, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Richard Bowman as an expression of our deepest sympathy.
