| 2 | | WHEREAS, The mission of the Substance Abuse Prevention |
| 3 | | Program (SAPP) Multi-Neighborhood Pilot is to target risk and |
| 4 | | protective factors for alcohol and other substance use and |
| 5 | | abuse at the individual, family, and environmental levels |
| 6 | | through a comprehensive approach, including individual |
| 7 | | programming, media, campaigns, advocacy, and collaboration |
| 8 | | with governmental agencies in the participating communities of |
| 9 | | Back-of-the-Yards, Brighton Park, and Englewood, all within |
| 10 | | Chicago Police District 9; and
|
| 11 | | WHEREAS, The goals of the SAPP Multi-Neighborhood Pilot are |
| 12 | | to prevent adolescent substance use particularly relating to |
| 13 | | alcohol, decrease rates of alcohol, tobacco and other substance |
| 14 | | abuse among young adults and youth, build capacity at the |
| 15 | | community-level to address substance abuse-related issues, and |
| 16 | | to promote health and well-being in Chicago and throughout the |
| 17 | | State through replication of the SAPP Multi Neighborhood Pilot; |
| 18 | | and
|
| 19 | | WHEREAS, The objectives of the SAPP Multi-Neighborhood |
| 20 | | Pilot include but are not limited to, increasing awareness of |
| 21 | | the negative effects of alcohol use with a focus on youth from |
| 22 | | 11 to 19 years of age, engaging in a public education campaign |
| 23 | | around youth and adolescent alcohol use prevention, partnering |

| 1 | | with schools to incorporate alcohol use prevention into health |
| 2 | | and science curriculum at the middle school and high school |
| 3 | | level, partnering with government agencies to promote alcohol |
| 4 | | prevention messaging, establishing family and community |
| 5 | | support systems for youth with a focus on training and program |
| 6 | | development, evaluate existing family and community services, |
| 7 | | implementing evidence-based trainings through utilizing faith |
| 8 | | and community-based infrastructure, and assessing full range |
| 9 | | of social service agencies for service referral; and
|
| 10 | | WHEREAS, Several State agencies, including, but not |
| 11 | | limited to, the Department of Human Services, the Liquor |
| 12 | | Control Commission, the State Board of Education, the |
| 13 | | Department of Public Health, the Department of Children and |
| 14 | | Family Services, and the Community College Board, have |
| 15 | | overlapping jurisdiction over the program and services |
| 16 | | supporting the SAPP Multi-Neighborhood Pilot goals and |
| 17 | | objectives; therefore, be it

| 18 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL |
| 19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that there is created an |
| 20 | | interagency working group among the Department of Human |
| 21 | | Services, the Liquor Control Commission, the State Board of |
| 22 | | Education, the Department of Public Health, the Department of |
| 23 | | Children and Family Services, and the Community College Board, |
| 24 | | for the purposes of assessing and implementing family and |
|

| 1 | | community support services for underage substance use; and be |
| 2 | | it further
|
| 3 | | RESOLVED, That the Department of Human Services shall act |
| 4 | | as the lead agency and provide administrative and other support |
| 5 | | to the workgroup; and be it further |
| 6 | | RESOLVED, That suitable copies of this resolution be |
| 7 | | presented to the Department of Human Services, the Liquor |
| 8 | | Control Commission, the State Board of Education, the |
| 9 | | Department of Public Health, the Department of Children and |
| 10 | | Family Services, and the Community College Board.
