SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened to 
3learn of the death of Richard "Dick" Everett Fallow of 
4Davenport, Iowa, who passed away on April 13, 2013; and
  
 
5    WHEREAS, Richard Fallow was born on August 23, 1920, in 
6Hartford, Connecticut, to Everett and Gladys Bennett Fallow; in 
71937, while on a youth hostel bicycle trip to Europe, his life 
8would be changed forever by the poverty and war he witnessed 
9firsthand; and
  
 
10    WHEREAS, Richard Fallow graduated from Amherst College in 
111942; he joined the American Field Service during World War II 
12and served as an ambulance driver for 2 years; he was assigned 
13to the 8th British Army in North Africa; while volunteering for 
14the AFS, he witnessed the poor treatment and living conditions 
15the Jewish population faced; and
 
16    WHEREAS, Upon returning home, Richard Fallow began working 
17for the United Electrical and Radio Workers Union; he fought 
18for workers' rights and continued to organize for fair and 
19equal business laws for employees, which eventually led him to 
20Sioux County, Iowa; it was there that he met his wife, 
21Wilhelmina "Mickey" DeVries; and

1    WHEREAS, In 1951, Richard Fallow and his wife, Mickey were 
2united in marriage; they moved to Davenport, Iowa, in 1952 and 
3started their family, which includes 3 daughters; and
 
4    WHEREAS, Richard Fallow continued to be active with labor 
5unions and joined the staff of the National AFL-CIO, serving as 
6an area director of the Committee on Political Education 
7(COPE); his contributions to the workforce were exemplary, 
8always conscious of the well-being of workers and their 
9families and striving constantly to improve the laws that 
10protect the American worker; he officially retired in 1988 from 
11COPE; and
  
 
12    WHEREAS, At 87 years old, Richard Fallow was awarded with 
13the first-ever Lifetime Achievement Award from the East Central 
14Iowa-Northwestern Illinois AFL-CIO Hall of Fame; he continued 
15to encourage others to work toward the ultimate goal of making 
16the United States a better place to live and work; and
  
 
17    WHEREAS, Richard Fallow had a great compassion toward 
18society as a whole, and he passed those same values on to his 
19children and grandchildren; he will be lovingly remembered as 
20not only a pioneer activist for the labor movement but also as 
21a devoted husband, father, and grandfather; and
  
 
22    WHEREAS, Richard Fallow was a musician, photographer, and

1organic gardener; he was a member of the Quad City Regional 
2Musician's Union-Local 67, National Alliance of Retired 
3Americans, Progressive Action for the Common Good, along with 
4other long-standing associations through the National 
5Federation of Labor; therefore, be it
  
 
6    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL 
7ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
8Richard Fallow, and extend our sincere condolences to his 
9family, friends, and all who knew and loved him; and be it 
10further
  
 
11    RESOLVED, That a suitable copy of this resolution be 
12presented to the family of Richard Fallow as an expression of 
13our deepest sympathy.
