Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that no person's services or property may be taken without just compensation. Effective upon being declared adopted.

| 4 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 5 | | CONCURRING HEREIN, that there shall be submitted to the |
| 6 | | electors of the State for adoption or rejection at the general |
| 7 | | election next occurring at least 6 months after the adoption of |
| 8 | | this resolution a proposition to amend Article I of the |
| 9 | | Illinois Constitution by adding Section 25 as follows:

| 11 | | BILL OF RIGHTS

| 13 | | SECTION 25. PARTICULAR SERVICES AND PROPERTY |
| 14 | | Except as a punishment for crime whereof the party shall |
| 15 | | have been duly convicted, no person's particular services shall |
| 16 | | be demanded without just compensation. No person's property |
| 17 | | shall be taken by law without just compensation. Such |
| 18 | | compensation shall be determined by a jury as provided by law.

| 20 | | This Constitutional Amendment takes effect upon being |
| 21 | | declared adopted in accordance with Section 7 of the Illinois |
| 22 | | Constitutional Amendment Act.
