Amends the Illinois Vehicle Code. Provides that a person riding a bicycle is not required to have at least one hand on the handlebars at all times if the bicycle is stopped and at rest.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Vehicle Code is amended by changing |
| 5 | | Section 11-1506 as follows:

| 7 | | Sec. 11-1506. Carrying articles. No person operating a |
| 8 | | bicycle shall
carry any package,
bundle or article which |
| 9 | | prevents the use of both hands in the control
and operation of |
| 10 | | the bicycle. A person operating a bicycle shall keep at

| 11 | | one hand on the handlebars at all times, unless the bicycle is |
| 12 | | at a stopped and at rest position.
