AMENDMENT TO SENATE BILL 2744 




2    AMENDMENT NO. ______. Amend Senate Bill 2744 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Military Code of Illinois is amended  by 
5adding Article XVI-A as follows:
 
6    (20 ILCS 1805/Art. XVI-A heading new)

ARTICLE XVI-A. ILLINOIS NATIONAL GUARD

STATE-SPONSORED LIFE INSURANCE PROGRAM  

 
9    (20 ILCS 1805/91.1 new)
10    Sec. 91.1. State-sponsored life insurance program. 
11    (a) The General Assembly finds:
12        (1) It is desirable for members of the Illinois 
13    National Guard to have access to low-cost life insurance in 
14    addition to the Servicemembers Group Life Insurance 
15    program currently offered to all service members.

1        (2) The U.S. Congress has provided in 37 U.S.C. 707 
2    that the Secretary of the Army or the Secretary of the Air 
3    Force, as the case may be, may allow a member of the 
4    National Guard to make allotments from his or her pay for 
5    the payment of premiums under a group life insurance 
6    program sponsored by the military department of the state 
7    in which such member holds his or her National Guard 
8    membership or by the National Guard Association of such 
9    state.
10        (3) The U.S. Secretary of Defense has provided by 
11    regulation in Section 3-209 of the Department of Defense 
12    Directive 5500.07-R that offering group life insurance 
13    programs sponsored by a state military department, to the 
14    same extent and similar manner as the offering of the 
15    Servicemembers Group Life Insurance program, is not an 
16    endorsement of a non-federal entity in violation of said 
17    regulation.
18    It is hereby the policy of the State of Illinois that 
19members of the Illinois National Guard should be provided with 
20the opportunity to purchase the Illinois National Guard 
21State-Sponsored Life Insurance Program products as provided 
22for in this Section and that the members be allowed to make an 
23allotment for the payment of premiums using the U.S. Defense 
24Finance and Accounting Service military pay allotment 
25procedures in force at the time the allotment is requested.
26    (b) It is hereby established that the National Guard

1Association of Illinois shall be the designated provider of 
2State-sponsored life insurance products for military members 
3and dependents of the Illinois National Guard.  The life 
4insurance products provided by the National Guard Association 
5of Illinois through its membership in the Militia Insurance 
6Trust shall be known as the Illinois National Guard 
7State-Sponsored Life Insurance Program.
8    (c) The Department of Military Affairs, through the 
9Adjutant General, is hereby designated as the official 
10departmental sponsor of the Illinois National Guard 
11State-Sponsored Life Insurance Program, shall allow, 
12facilitate, and coordinate all efforts to make the Program 
13available to all members of the Illinois National Guard, and 
14shall allow, facilitate, and coordinate requested allotments 
15with the appropriate United States Property and Fiscal Office.
 

16    Section 99. Effective date. This Act takes effect upon 
17becoming law.".
