Amends the Election Code. Requires the State Board of Elections to establish and maintain a system for online voter registration no later than January 1, 2015. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Election Code is amended by changing Section |
| 5 | | 1A-16.5 as follows:
|
| 6 | | (10 ILCS 5/1A-16.5 new) |
| 7 | | Sec. 1A-16.5. Online registration. |
| 8 | | (a) By January 1, 2015, the State Board of Elections shall |
| 9 | | establish and maintain a system for online voter registration. |
| 10 | | That system shall also permit a registered elector to apply for |
| 11 | | changes to the elector's existing registration. |
| 12 | | (b) The submission of an online application shall contain |
| 13 | | all of the information that is required for a paper |
| 14 | | application, except that the application shall require the |
| 15 | | applicant to submit a digital signature. The State Board shall |
| 16 | | adopt rules concerning the verification of digital signatures, |
| 17 | | and may cross reference the digital signature with data or |
| 18 | | information contained in any database administered by a State |
| 19 | | agency or the federal government or any voter registration |
| 20 | | database of another state.

| 21 | | Section 99. Effective date. This Act takes effect upon |
| 22 | | becoming law.
