| 4 | 1, on page 20, by replacing line 10 with the following: | ||||||
| 5 | "conservation projects,"; and
| ||||||
| 6 | by replacing everything from line 25 on page 20 through line 2 | ||||||
| 7 | on page 21 with the following: | ||||||
| 8 | "behalf of the State or any agency, instrumentality, | ||||||
| 9 | office, department, division, bureau, or commission | ||||||
| 10 | thereof, or any unit of local government, school district, | ||||||
| 11 | college, or university of the State; and"; and | ||||||
| 12 | on page 21, by replacing lines 7 through 10 with the following: | ||||||
| 13 | "by reducing the cost of borrowing to the State or such | ||||||
| 14 | agency, instrumentality, office, department, division, | ||||||
