| 4 | | "Section 5. The Humane Care for Animals Act is amended by |
| 5 | | adding Section 19 as follows:

| 7 | | Sec. 19. False complaints. If any law enforcement officer, |
| 8 | | animal control officer, the Department, or an approved humane |
| 9 | | investigator determines that a complaint made under this Act |
| 10 | | against a person or entity is knowingly false and not made in |
| 11 | | good faith and is made with the intent to harass the person or |
| 12 | | entity, the Department may waive any confidentiality of the |
| 13 | | complainant and may refer the matter to the State's Attorney |
| 14 | | for consideration of criminal charges against the complainant.
