AMENDMENT TO SENATE BILL 824

AMENDMENT NO. ______. Amend Senate Bill 824 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Interagency Alternative Water Supply Policy Task Force Act.

Section 5. The Interagency Alternative Water Supply Policy Task Force.

(a) There is hereby created the Interagency Alternative Water Supply Policy Task Force.

(b) The task force shall consist of:

(1) the Director of the Illinois Environmental Protection Agency, or his or her designee;

(2) the Director of Natural Resources, or his or her designee;

(3) the Chairman of the Illinois Pollution Control Board, or his or her designee;

(4) the Director of Agriculture, or his or her designee;

(5) the Director of the Department of Commerce and Economic Opportunity, or his or her designee;

(6) the Director of Public Health, or his or her designee;

(7) one member appointed by the Governor, representing the interests of the Prairie Research Institute;

(8) one member appointed by the Governor, representing the interests of the Illinois State Water Survey;

(9) one member appointed by the Governor, representing the interests of the Illinois State Geological Survey; and

(10) one member appointed by the Governor, representing the interests of the Illinois Sustainable Technology Center, who will serve as the chairperson of the committee.

(c) The Illinois Environmental Protection Agency shall provide technical support and assistance to the task force and shall be responsible for administering its operations and ensuring that the requirements of this Act are met.

(d) The task force may consult with any persons or entities it deems necessary to carry out its purposes.

(e) Members of the task force shall be appointed no later than 90 days after the effective date of this Act. The members of the task force shall receive no compensation for serving as members of the task force.

(f) The task force shall convene at regular, scheduled intervals to study the potential use of alternative water supplies in Illinois and to determine overarching goals for alternative water supply use. The task force shall create a report that reviews existing regulatory conditions and the latest available scientific research and institutional knowledge to evaluate and document:

(1) the existing opportunities for, and barriers to, use of alternative water supplies;

(2) recommended legislative and administrative requirements for aligning individual agency policies, programs, or strategies to support the goals of alternative water supply use, including possible amendments to the University of Illinois Scientific Surveys Act, the Illinois Groundwater Protection Act, the Rivers, Lakes, and Streams Act, and the Green Infrastructure for Clean Water Act;

(3) any overlaps, gaps, or contradictions in administrative rules with regard to water quality standards or usage requirements for the alternative water supplies;

(4) the water supply, water quality, and public health implications of creating rules to regulate and promote use of alternative water supplies;

(5) the existing and potential new regulatory or economic incentive programs to support alternative water supply usage; and

(6) the potential for a market for alternative water supplies in Illinois, including economic implications, such as job creation and increased availability of water supply.

(g) The task force shall submit its report and recommendations to the General Assembly and the Governor on or before January 1, 2017.

Section 10. Expiration. This Act is repealed on January 1, 2018.

Section 99. Effective date. This Act takes effect upon becoming law.".
