| 1 | | appropriations available for that purpose. The Chairperson of |
| 2 | | the University of Illinois Board of Trustees or his or her |
| 3 | | designee shall be the chairperson of the Task Force. The Task |
| 4 | | Force shall meet at the call of the Chair. Each Task Force |
| 5 | | member shall have a 2-year term. A legislative leader may |
| 6 | | appoint a replacement member upon the death, disability, or |
| 7 | | resignation of any member appointed by that leader. |
| 8 | | Section 10. Administrative support. The Department of |
| 9 | | Commerce and Economic Development shall provide administrative |
| 10 | | support to the Task Force. |
| 11 | | Section 15. Task Force duties. The Task Force shall |
| 12 | | identify issues of importance to small business that may be |
| 13 | | addressed by the 98th General Assembly and future General |
| 14 | | Assemblies. The Task Force shall make recommendations |
| 15 | | regarding the issues identified. The issues and |
| 16 | | recommendations shall address access to capital, State |
| 17 | | procurement policies, State regulatory policies, program |
| 18 | | sustainability, and workforce concerns.

| 19 | | Section 20. Findings and recommendations. By September 30, |
| 20 | | 2013, and by September 30 of every year thereafter, the Task |
| 21 | | Force shall submit a report to the General Assembly setting |
| 22 | | forth its findings and recommendations. The requirement for |
| 23 | | reporting to the General Assembly shall be satisfied by filing |

| 1 | | copies of the report with the Speaker, Minority Leader, and |
| 2 | | Clerk of the House of Representatives, the President, Minority |
| 3 | | Leader, and Secretary of the Senate, the Legislative Research |
| 4 | | Unit as required under Section 3.1 of the General Assembly |
| 5 | | Organization Act.

| 6 | | Section 99. Effective date. This Act takes effect upon |
| 7 | | becoming law.".
