1    AN ACT concerning State government.

 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly: 

 
4    Section 5. The State Finance Act is amended  by changing 
5Section 10 as follows:
 



6    (30 ILCS 105/10)  (from Ch. 127, par. 146)



7    Sec. 10. 
When an appropriation has been
made by the General 
8Assembly for the ordinary and contingent expenses of
the 
9operation, maintenance and administration of the several 
10offices,
departments, institutions, boards, commissions and 
11agencies of the State
government, the State Comptroller shall 
12draw his warrant on the State
Treasurer for the payment of the 
13same upon the presentation of itemized
vouchers, issued, 
14certified, and approved, as follows:

15    For appropriations to


16        (1) Elective State officers in the executive 
17    Department, to be
certified and approved by such officers, 
18    respectively;


19        (2) The Supreme Court, to be certified and approved by 
20    the Chief
Justice thereof;


21        (3) Appellate Court, to be certified and approved by 
22    the Chief
Justice of each judicial district;


23        (4) The State Senate, to be certified and approved by

1    the President;


2        (5) The House of Representatives, to be certified and 
3    approved by
the Speaker;


4        (6) The Auditor General, to be certified and approved 
5    by the Auditor
General;


6        (7) Clerks of courts, to be certified and approved by 
7    the clerk
incurring expenditures;


8        (8) The departments under the Civil Administrative 
9    Code, to be
certified and approved by the Director or 
10    Secretary of the Department;


11        (9) The University of Illinois, to be certified by the 
12    president and
secretary of the Board of Trustees of the 
13    University of Illinois, with
the corporate seal of the 
14    University attached thereto;


15        (10) The State Universities Retirement System, to be 
16    certified to by
the President and Secretary of the Board of 
17    Trustees of the System;


18        (11) The Board of Trustees of Illinois State 
19    University, to be certified to by the president and

20    secretary of that
Board of Trustees, with the corporate 
21    seal of that
University
attached thereto;


22        (12) The Board of Trustees of Northern Illinois 
23    University, to be certified to
by the president and 
24    secretary of that Board of
Trustees, with the corporate 
25    seal of that University attached thereto;


26        (12a) The Board of Trustees of Chicago State

25    by the Adjutant

26        (15) The Illinois Legislative Investigating

1    Commission, to be certified
and approved by its Chairman, 
2    or when it is organized with Co-Chairmen,
by either of its 
3    Co-Chairmen;


4        (16) All other officers, boards, commissions and 
5    agencies of the
State government, certified and approved by 
6    such officer or by
the president or chairman and secretary 
7    or by the executive officer of such
board, commission or 
8    agency;


9        (17) Individuals, to be certified by such individuals;


10        (18) The farmers' institute, agricultural, livestock, 
11    poultry,
scientific, benevolent, and other private 
12    associations, or corporations
of whatsoever nature, to be 
13    certified and approved by the president
and secretary of 
14    such society.

15    Nothing contained in this Section shall be construed to 
16amend or
modify the "Personnel Code".

17    This Section is subject to Section 9.02.

19    Section 99. Effective date. This Act takes effect upon 
20becoming law.
