HOUSE RESOLUTION

WHEREAS, Certain communities on the Northwest side of the City of Chicago (including Edison Park, Norwood Park, Jefferson Park, Gladstone Park, and Big Oaks) are affected by the key nighttime air routes serving O'Hare International Airport that converge over these communities; this includes 5 glide paths, major take-off plates, and air routes - all used after 10:00pm; and

WHEREAS, These communities seek a solution to the nighttime sleep interruptions during the hours of 10:00pm and 7:00am, including the shoulder hours as well and wish to be eligible for noise mitigation assistance; and

WHEREAS, These communities are experiencing higher levels of jet noise, especially during phase one nighttime flight operations; and

WHEREAS, Under the existing federal statutory and regulatory schemes establishing noise contours and determining eligibility for noise mitigation assistance, these communities affected by O'Hare International Airport noise are not currently included; and

WHEREAS, The Chicago City Council placed the following referendum on the November 4, 2014 General Election Ballot:

"Should Congress pass a law that requires that the Federal Aviation Administration to revisit the criteria it uses to create "noise contours" that determine which residences near airports across the country are eligible for noise mitigation?"; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we express our support for the November 4, 2014 referendum question on noise mitigation; and be it further

RESOLVED, That suitable copies of this resolution be presented to the Commissioner of O'Hare International Airport, the Acting Administrator of the Federal Aeronautics Administration, to each member of the Illinois Congressional delegation, to each member of the Chicago City Council, and to the Mayor of the City of Chicago.
