| 4 | | the life and career of Frank Kevin "Tchallah" Reed, who passed |

| 6 | | WHEREAS, Frank Reed was born on September 16, 1954 in |
| 7 | | Omaha, Nebraska; and

| 8 | | WHEREAS, In 1988, Frank Reed joined the Chi-Lites as the |
| 9 | | successor to former lead singer Eugene Record; the Chi-Lites, |
| 10 | | founded in the late 1950s, had their heyday in the early 1970s |
| 11 | | with major hits, "Have You Seen Her" and "Oh Girl"; and
|
| 12 | | WHEREAS, Along with original band members Marshall |
| 13 | | Thompson and Robert "Squirrel" Lester, and the other lead |
| 14 | | vocalist, Anthony Watson, Frank Reed recorded the studio album |
| 15 | | "Help Wanted (Heroes Are In Short Supply)" in 1998; and
|
| 16 | | WHEREAS, Prior to joining the Chi-Lites, Frank Reed was one |
| 17 | | of the lead vocalists of "Michigan Avenue", a local Chicago |
| 18 | | band created by former Chi-Lites member, Clarence Johnson; and
|
| 19 | | WHEREAS, Frank Reed was the longest-performing member of |
| 20 | | the Chi-Lites behind original members, Marshall Thompson and |
