HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Allen Persons on being named the American Public Works Association (APWA) 2013 National Top Ten Leader of the Year; and

WHEREAS, Allen Persons was selected by the Chicago Metro Chapter of the APWA and honored at the chapter's awards luncheon on March 24, 2013; and

WHEREAS, Allen Persons currently serves as Plainfield's Director of Public Works; he has worked for the village for 23 years, beginning as Water/Wastewater Operator, then serving as superintendent of the Water/Wastewater Division; and

WHEREAS, When Allen Persons began working for the community of Plainfield, the population was only 3,000 residents and the water system consisted of 2 wells, 2 water towers, and 20 miles of 80-year old water main; the sewer system consisted of 18 miles of old sewer main and one .75mgd wastewater plant; the roadway network was deteriorating and traffic congestion and safety issues required immediate attention; and

WHEREAS, Allen Persons has upgraded Plainfield's water and sewer systems; the village, which now boasted 40,000 residents, has hundreds of miles of new water main, sanitary sewers, and roadways, 15 million gallons of water storage, a new wastewater treatment plant, and a state-of-the-art public works facility; and

WHEREAS, Allen Persons will be honored at a luncheon on May 30, 2013, at the Whitetail Ridge Golf Club in Yorkville; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we are pleased to recognize Allen Persons on being named the American Public Works Association 2013 National Top Ten Leader of the Year; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Allen Persons as an expression of our esteem and respect.
