| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The National Right-to-Carry Reciprocity Act is | ||||||
| 3 | proposed legislation, currently pending before Congress, that | ||||||
| 4 | would allow any person with a valid state-issued concealed | ||||||
| 5 | firearm permit to carry a concealed firearm in any other state | ||||||
| 6 | that issues concealed firearm permits, or that does not | ||||||
| 7 | prohibit the carrying of concealed firearms for lawful | ||||||
| 8 | purposes; and
| ||||||
| 9 | WHEREAS, The National Right-to-Carry Reciprocity Act | ||||||
| 10 | passed the United States House of Representatives in 2011 by a | ||||||
| 11 | vote of 272-154, and the bill has been reintroduced this year | ||||||
| 12 | in the United States Senate; and
| ||||||
| 13 | WHEREAS, Interstate reciprocity will protect the right to | ||||||
| 14 | self-defense by providing law-abiding people with the ability | ||||||
| 15 | to protect themselves not only in their home states, but | ||||||
| 16 | anywhere they travel where concealed carry is legal; and
| ||||||
| 17 | WHEREAS, The Attorneys General of 22 states and the | ||||||
| 18 | territory of Guam recently wrote a letter of support for the | ||||||
| 19 | National Right-to-Carry Reciprocity Act urging the United | ||||||
| 20 | States Senate to pass the bill; and
| ||||||
| 21 | WHEREAS, Every state except Illinois currently either | ||||||
| |||||||
| |||||||
| 1 | issues concealed carry permits or otherwise authorizes | ||||||
| 2 | law-abiding people to carry firearms outside the home for | ||||||
| 3 | self-defense; and
| ||||||
| 4 | WHEREAS, Those states that currently have laws recognizing | ||||||
| 5 | out-of-state concealed carry permits have found that people | ||||||
| 6 | carrying concealed handguns under those laws have done so | ||||||
| 7 | without any unusual problems; and
| ||||||
| 8 | WHEREAS, Those states that currently have laws recognizing | ||||||
| 9 | out-of-state concealed carry permits have found that law | ||||||
| 10 | enforcement agencies have been able to authenticate | ||||||
| 11 | out-of-state permits promptly; and | ||||||
| 12 | WHEREAS, Despite the popular support in Illinois for | ||||||
| 13 | concealed carry and interstate reciprocity, and the | ||||||
| 14 | overwhelmingly positive experiences of other states that | ||||||
| 15 | currently recognize out-of-state concealed carry permits, the | ||||||
| 16 | Illinois Attorney General recently wrote a letter to the | ||||||
| 17 | Majority and Minority Leaders of the United States Senate | ||||||
| 18 | urging them and their caucuses to oppose passage of the | ||||||
| 19 | National Right-to-Carry Reciprocity Act; therefore, be it | ||||||
| 20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 21 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 22 | we urge Congress to enact the National Right-to-Carry | ||||||

| 1 | Reciprocity Act in order to help protect law-abiding people's | ||||||
| 2 | right to self-defense; and be it further
| ||||||
| 3 | RESOLVED, That we oppose the Attorney General's | ||||||
| 4 | unwarranted action in opposition to the National | ||||||
| 5 | Right-to-Carry Reciprocity Act; and be it further
| ||||||
| 6 | RESOLVED, That suitable copies of this resolution be | ||||||
| 7 | delivered to the Illinois Attorney General, to the House | ||||||
| 8 | Majority Leader and House Minority Leader of the United States | ||||||
| 9 | Senate, and to each member of the Illinois congressional | ||||||
| 10 | delegation.
