AMENDMENT TO HOUSE BILL 4984




2    AMENDMENT NO. ______. Amend House Bill 4984 by replacing 
3everything after the enacting clause with the following:


 
4    "Section 5. The Civic Center Code is amended by adding 
5Section 60-60 as follows:
 
6    (70 ILCS 200/60-60 new)
7    Sec. 60-60. Project labor agreements. On a 
8project-by-project basis, the Authority may enter into, or may 
9require its contractors to enter into, a project labor 
10agreement, a community workforce agreement, a pre-hire 
11collective bargaining agreement, or any similar agreement with 
12respect to a public works project of the Authority when the 
13Authority has determined that any such agreement advances the 
14interests of the Authority in cost, efficiency, quality, 
15safety, timeliness, skilled labor force, labor stability, or 
16any other public purpose of the Authority. The Authority may

1require as a bid specification for any contract that the 
2winning bidder enter into and comply with such a project labor 
3agreement, community workforce agreement, pre-hire collective 
4bargaining agreement, or similar agreement. The requirements 
5of this Section shall not apply to professional design firms 
6registered under the Professional Engineering Practice Act of 
71989, the Illinois Professional Land Surveyor Act of 1989, the 
8Architecture Practice Act of 1989, or the Structural 
9Engineering Practice Act of 1989.".
