Amends various Acts relating to the governance of public universities in Illinois and the Public Community College Act. With respect to students of a public university or community college who participate in an interscholastic, institution-sponsored, or institution-supported athletic activity, provides that if the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States. Provides that the Board of Higher Education and the Illinois Community College Board may adopt any rules necessary to implement and administer these provisions. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 90 as follows:

Sec. 90. Athletic uniform manufacturing requirements.

(a) In this Section:

"Articles of clothing" means items worn to cover any part of the body, including without limitation headgear, sweatbands, socks, and footwear.

"Athletes" means students of the university who participate in an interscholastic, university-sponsored, or university-supported athletic activity.

"Headgear" means a helmet, hat, or any other item worn on the head.

"Manufactured in the United States" means that, in the case of assembled articles, materials, or supplies, design, final assembly, processing, packaging, testing, or any other process that adds value, quality, or reliability occurs in the United States.

(b) If the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States.

(c) The Board of Higher Education may adopt any rules necessary to implement and administer this Section.

Section 10. The Southern Illinois University Management Act is amended by adding Section 75 as follows:

(a) In this Section:

"Articles of clothing" means items worn to cover any part of the body, including without limitation headgear, sweatbands, socks, and footwear.

"Manufactured in the United States" means that, in the case of assembled articles, materials, or supplies, design, final assembly, processing, packaging, testing, or any other process that adds value, quality, or reliability occurs in the United States.

Section 15. The Chicago State University Law is amended by adding Section 5-185 as follows:

"Athletes" means students of a community college who participate in an interscholastic, college-sponsored, or college-supported athletic activity.

"Headgear" means a helmet, hat, or any other item worn on the head.

"Manufactured in the United States" means that, in the case of assembled articles, materials, or supplies, design, final assembly, processing, packaging, testing, or any other process that adds value, quality, or reliability occurs in the United States.

(b) If the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States.

(c) The State Board may adopt any rules necessary to implement and administer this Section.

Section 99. Effective date. This Act takes effect upon becoming law.
