AMENDMENT TO HOUSE BILL 4034 




2    AMENDMENT NO. ______. Amend House Bill 4034 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The Illinois Rural/Downstate Health Act is 
5amended  by changing Section 5.5 as follows:
 



6    (410 ILCS 65/5.5)



7    Sec. 5.5. Rural/Downstate Health Access Fund. 
8    (a) The
Rural/Downstate Health Access Fund is created as a 
9special fund in the State
treasury.  Moneys from fees and gifts, 
10grants, or donations made to the Center for Rural
Health shall 
11be deposited into the Fund.  Subject to appropriation and except 
12as provided in subsection (b) of this Section, moneys in
the 
13Fund shall be used in the following manner for rural health

14programs or for programs for the medically underserved 
15authorized under this Act:  60.2% shall be distributed to the

16Department of Public Health, 26.3% shall be distributed to the

1Board of
Trustees of Southern Illinois University, and 13.5% 
2shall be distributed to the
Board of Trustees of the University 
3of Illinois. 
4    (b) Fees may be collected by the Center for Rural Health 
5and deposited into the Fund for the purpose of administering 
6the J-1 Visa Waiver Program for international medical 
7graduates.  The fees shall be dedicated to funding the J-1 Visa 
8Waiver Program and may not be subject to the distribution 
9formula referenced in subsection (a) of this Section.  
10    (c) The Center for Rural Health
shall administer the Fund.

11    (d) The Department shall adopt rules necessary to implement 
12the provisions of this Section.
