| 2 | | AMENDMENT NO. ______. Amend House Bill 3951 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The School Code is amended by renumbering and |
| 5 | | changing Section 2-3.157, as added by Public Act 98-301, as |
| 6 | | follows: |
| 7 | | (105 ILCS 5/2-3.158) |
| 8 | | (Section scheduled to be repealed on May 31, 2015) |
| 9 | | Sec. 2-3.158 2-3.157. Task Force on Civic Education. |
| 10 | | (a) The State Board of Education shall establish the Task |
| 11 | | Force on Civic Education, to be comprised of all of the |
| 12 | | following members, with an emphasis on bipartisan legislative |
| 13 | | representation and diverse non-legislative stakeholder |
| 14 | | representation: |
| 15 | | (1) One member appointed by the Speaker of the House of |
| 16 | | Representatives. |

| 1 | | (2) One member appointed by the President of the |
| 2 | | Senate. |
| 3 | | (3) One member appointed by the Minority Leader of the |
| 4 | | House of Representatives. |
| 5 | | (4) One member appointed by the Minority Leader of the |
| 6 | | Senate. |
| 7 | | (5) One member appointed by the head of an association |
| 8 | | representing a teachers union. |
| 9 | | (6) One member appointed by the head of an association |
| 10 | | representing the Chicago Teachers Union. |
| 11 | | (7) One member appointed by the head of an association |
| 12 | | representing social studies teachers. |
| 13 | | (8) One member appointed by the head of an association |
| 14 | | representing school boards. |
| 15 | | (9) One member appointed by the head of an association |
| 16 | | representing the media. |
| 17 | | (10) One member appointed by the head of an association |
| 18 | | representing the non-profit sector that promotes civic |
| 19 | | education as a core mission. |
| 20 | | (11) One member appointed by the head of an association |
| 21 | | representing the non-profit sector that promotes civic |
| 22 | | engagement among the general public. |
| 23 | | (12) One member appointed by the president of an |
| 24 | | institution of higher education who teaches college or |
| 25 | | graduate-level government courses or facilitates a program |
| 26 | | dedicated to cultivating civic leaders. |

| 1 | | (13) One member appointed by the head of an association |
| 2 | | representing principals or district superintendents. |
| 3 | | (b) The members of the Task Force shall serve without |
| 4 | | compensation but shall be reimbursed for their reasonable and |
| 5 | | necessary expenses from funds appropriated to the State Board |
| 6 | | of Education for that purpose. The members of the Task Force |
| 7 | | shall be reimbursed for their travel expenses from |
| 8 | | appropriations to the State Board of Education available for |
| 9 | | that purpose and subject to the rules of the appropriate travel |
| 10 | | control board. |
| 11 | | (c) The members of the Task Force shall be considered |
| 12 | | members with voting rights. A quorum of the Task Force shall |
| 13 | | consist of a simple majority of the members of the Task Force. |
| 14 | | All actions and recommendations of the Task Force must be |
| 15 | | approved by a simple majority vote of the members. |
| 16 | | (d) The Task Force shall meet initially at the call of the |
| 17 | | State Superintendent of Education, shall elect one member as |
| 18 | | chairperson at its initial meeting through a simple majority |
| 19 | | vote of the Task Force, and shall thereafter meet at the call |
| 20 | | of the chairperson. |
| 21 | | (e) The State Board of Education shall provide |
| 22 | | administrative and other support to the Task Force. |
| 23 | | (f) The Task Force is charged with all of the following |
| 24 | | tasks: |
| 25 | | (1) To analyze the current state of civic education in |
| 26 | | this State. |

| 1 | | (2) To analyze current civic education laws in other |
| 2 | | jurisdictions, both mandated and permissive. |
| 3 | | (3) To identify best practices in civic education in |
| 4 | | other jurisdictions. |
| 5 | | (4) To make recommendations to the General Assembly |
| 6 | | focused on substantially increasing civic literacy and the |
| 7 | | capacity of youth to obtain the requisite knowledge, |
| 8 | | skills, and practices to be civically informed members of |
| 9 | | the public. |
| 10 | | (5) To make funding recommendations if the Task Force's |
| 11 | | recommendations to the General Assembly would require a |
| 12 | | fiscal commitment. |
| 13 | | (g) No later than December May 31, 2014, the Task Force |
| 14 | | shall summarize its findings and recommendations in a report to |
| 15 | | the General Assembly, filed as provided in Section 3.1 of the |
| 16 | | General Assembly Organization Act. Upon filing its report, the |
| 17 | | Task Force is dissolved. |
| 18 | | (h) This Section is repealed on December May 31, 2015.

| 20 | | Section 99. Effective date. This Act takes effect upon |
| 21 | | becoming law.".
